CTRL Click Drag to copy doesn't work for me in X3

I'm having trouble getting this functionality to work.
 
My typical approach has been to hold down the ALT key, click and drag to select a section of a clip, then hold down the CTRL key and click and drag to move that section to another location. I usually have the snap to grid on so the new copy will lock in at the measure level. Does this have to be defined in the keyboard shortcuts?
 
In previous versions it's just worked for me. I use that a lot to copy tracks and editing.
