The problem was the C:\Program Files\Cakewalk\Shared Utilities\VstScan.exe not present.
Uninstalling and reinstalling SONAR from command center fixed that.
Thanks to Scook and Chuckebaby for pointing me in the right direction.
I'm so happy now I have all my plug-ins working.

Sounds like there is a possibility your Anti Virus dumped it as a false positive.
It was probably a reputation scan. check your AV's containment / Virus chest.
If you can not recover the VST scanner, simply roll back Sonar using Command Center.
Then make an exception in your AV for Sonar itself and the plug in scanner.
