Confirmed in SONAR 2016.11 that Shift+A does not open automation lanes in Track View. Verified that key assignment in Preferences > Keyboard Shortcuts was still assigned to "Show/Hide Lanes".
Rolled back to SONAR 2016.10 Build 19 and verified that Shift+A functions as expected.

EDIT: After re-installing SONAR 2016.11 and loading a different project, Shift+A started working as expected.
Then I created a brand new project loading 2 instances of TTS-1 with MIDI Source and All Synth Audio Outputs: Stereo checked in the Insert Soft Synth Options dialog. Shift+A worked as expected.
Next I reloaded the project that I used to confirm the behavior reported by the OP. Shift+A did not function until I undocked the Synth Rack.
I have been experiencing a problem in SONAR 2016.11 with the up and down arrow keys not working as expected in the Track View. I found that the Synth Rack was not consistently releasing focus to the Track View and was stealing keystrokes. I tried undocking the Synth Rack and the arrow keys magically began working.
Unfortunately, I can't consistently reproduce the behavior with a simple recipe starting with a new project.
