How'd they get the sound quality in this video?

How'd they get the sound quality in this video?

I like the sound quality of the music playing in this video, sounding kinda warbled and distorted like an old barely working vhs tape or player. Is this just a filter or do you think it was truest as it sounds?

    The track sounds like it is slowed down... so start there.
     
    Next, run it through a tape simulator... set the IPS (inches per second) as low as possible (within reason) and turn up the "wow/flutter" to get the desired effect.
     
    to me it sounds like a VHS that was just taken in from the cold... and I'm talking Canadian cold, -30 or worse.

    Don't fix it in the mix ... Fix it in the take!
