help with cabinet file

sorry to be so stupid but everytime i try to load up directx9 it gets so far and then i get an error message that says CABINET FILE CANNOT BE TRUSTED and then it just all stops can any one give me any clues as to how to stop this end finish loading directx9 ? any help would be much appreciated.

    Make sure that the "Cryptographic Services" service is running - not having this runnin can stop some MS patches from installing, so it might also stop DX9.

    yes i found your cry out in yahoo search....it seems i have the same exact problem as you do, i checked about what that other person said about the service, and its nothing to do with that, it seems to be running fine...i think its much deeper of a problem than just that...its probably something more to do with the main windows struckture, but i don't know for sure...and i just now looked at when you posted, that was a few months ago...hmmm well did you figure anything out since its been a while if so i sure could use some info if you fixed the problem.
