Thanks.
Unfortunately, SONAR does not actually function as described in those help files.
In reality, using Shift with Left or Right arrow only works sometimes. And even then, if I click on the Now time with a half note, it may be off by a 16th or a 32nd.
Even if SONAR did function precisely as those help files describe, it's much more tedious to stop between each note to advance the Now time to the precise spot I want to enter the note.
In SONAR 8.5, I could simply hit 4 for quarter note, then enter a string of quarter notes. Every note was placed at the correct time. If I want a dotted eighth note, I could hit 8, then a period, and it would put notes either directly on the beat or precisely at 480 ticks if I clicked in between. Now it's anyone's guess where a note will land regardless of whether the Now time is correct or not.
Changing from one note duration to another also takes more time. There are a few shortcuts, but those use Ctrl-Shift. Even the drop down menu to select note values is over complicated. You have to RIGHT click it rather than left click, even though every other menu in the program opens with a left click. It's ridiculous.
Although i feel this isn't the actual case, it sure seems like Cakewalk did everything possible to discourage anyone from using Staff View any more. So if it wasn't deliberate, the only other answer is incompetence. How else can you explain taking a function that worked great in a previous version of the program and totally breaking it in more recent versions?
