Question on Multiple Control Surface

I have a doubt:
 
Let there be 2 Control Surfaces [A & B] both having 8 tracks control. Can they be used as the following:
 
Scenario 1:  CS-A controls only the tracks 8 at a time and CS-B controls the Buses (say 8 Buses I have Drums, Bass, Vocal, Lead etc.)
 
Scenario 2: CS-A controls the VSTi on focus [its different parameters]  and CS-B controls the Busses.

In general both scenarios should work.

I've just verified this for you - I think.
 
So I have a PCR-800 and I've set it via ACT to BUS control.  I have a BCF-2000 which I have set via Mackie control to control at the track level.  I can easily and freely control the main bus and the first aux (reverb in my case) using the sliders on the PCR-800 and at the same time, control the volumes for tracks 1 and 2 (for example) on the BCF-2000.  Same goes for PAN on BCF at the same time - with no correlation between the two surfaces.
 
Add to that: I have the Contour Shuttle pro setup to control the transport while all of that is going on - asujme I have at least three arms!
