Where can I submit a feature request?

'Features and Ideas' doesn't take me to a place where I can post. Is there no Forum section for asking for an improvement?
 
In the piano roll view, when adding MIDI notes, I have to twizzle my eyes between the far left to see what note line I'm on - the note name appears as you hover on a line but only by the keyboard on the left - and the right where I'm adding the note.  Why can't the note name pop up where my mouse is, where I'm trying to click it into the correct line?
