Concert Ticket Reselling (Ontario-specific)

Hi,
The Ontario government is finally addressing Ticketmaster selling tickets to resellers before the general population has a chance to buy them.  This results in massive price increases and unavailability.
If you live in Ontario, please take a couple of minutes to have your say here:  https://www.ontario.ca/page/consultation-ticket-buying-and-resale

From my experience over the last couple of years, I was on Ticketmaster's website as tickets went onsale for Adele, U2, and Peter Gabriel.  All playing in a 50,000-seat arena.  In all 3 occurrences, in the time it took for the server to respond EVERY TICKET WAS SOLD, with places like Stubhub suddenly selling the ~$150 tickets for between $500 and $1000!  It's unethical, to me, and should be illegal.

Would that mean that Ticketmaster are in collusion with resellers? Seems like it would be very easy to prevent that happening with buying restrictions on their website.

They SAY that they're not, but i don't know anyone that believes it.
It seems that resellers are using automated software that bypasses the security protocols designed to ensure that only real people can purchase, as well as avoiding the "maximum ticket per customer" limit.
