Permenently docking the contol bar where I want it

Everytime I start a new prokect or reopen a project tin process the control bar appear on top in order and justify I wish to almost always have it on the bottom  and just in order.   Wher is the setting lock this puppy down?

    Screensets.
    Create a screenset and lock it up.
