Dragging wavs (stems) on to the time line

Why is it that when I drag stems onto the timeline I think they didn't import then I scroll to something like, measure 1651 and there they are?  I have the correct tempo set, I'm on measure 1 and they import to measure 1651.  I'm not mixing a 40 minute song.  It has happened many times.  Anyone, anyone, Bueller?  Thanks.

The files are broadcast wavs with embedding timestamps in them. To override the timestamps disable "Always Import Broadcast Waves at Their Timestamp" in Preferences > File > Audio Data
