Anyone else having Plugin Manager problems after 2017.03 update?

I can not get theVST plugin Manager in the most recent version update (2017.03) to work as expected. 
I can no longer move a registered plugin to a Plug-in Menu Layout file and have it show up in a track FX bin in an open session. 
I can no longer save an updated menu layout and have it show up In a track FX bin as the updated plug-in menu file I saved.
I can get a plugin installed and recognized with a rescan but can not proceed beyond this point to allow its use.
 
Expected results:
I have created two layout files which hold my plugins, layed out by manufacturer in a file Heading of VST2 or VST3 (this method functioned well till this update)
I expected to be able to add a registered plugin to the appropriate layout file and have the newly saved file open in a track fx bin and then be able to choose the newly added plugin for use in the track.
 
I looked and searched everywhere on site for a tech support number with no success. Tell me there is still phone tech support.
It's not very often I need a little one on one for a problem but I have already spent too much session time trying to resolve it on my own.
My searches brought up nothing relevent on the web site FAQ or support pages.

Well it's apparent no one else using the forum has any suggestions or are experiencing the same problem.
What's discouraging though is I have tried every avenue available to get a little one on one for this problem since April 3rd and have only received robo replies that we will get back with you shortly.
When I have encountered problems with the program beyond my abilities I have always received
help in a timely manner. I don't care if updates come down the pike at the rate of one per month (they always come with some need for attention or adaptation that eats up studio time) but I do care that help will always be available when required. I just thought you guys should hear this from users like myself

Dick    My plug in manager sort of fixed itself and I didn't reset it. I did rescan and might have done that 3-4 times before it "normalized" it's behavior. It has been working well, ever since and I didn't really do much to help it.
Do you run it from Preferences or in Sonar Ultilities?

I had to roll back to the Dec 2016 version because of this.

I have not seen any problems in 2017.03 related to this, and I have installed several new plugins with this version and everything still works. I am, however, using custom menu layouts, not the new default categorization in the browser.

@ Dan   I guess I'll have to check into that, then(custom menu layouts). I imagine that's where the "rub" is, especially when I first updated and SPLAT would go back and forth each time I opened it.
Have you seen anything on that, here or YT? Or just worked it out for yourself?

I've used custom menu layouts since way back in X1. I know that there have been issues with the automatic plugin classifications in the last few updates where VST3 and VST2 plugins installed on the same system would cause issues. The VST3 spec provides for automatic classification because the plugin reports what type of plugin it is. VST2 does not, and I suspect an interaction between these two types caused some issues. My understanding was that these issues got fixed in the final release of 2017.3.
 
Honestly, I don't really use the browser and I maintain my custom layouts myself.

No one can explain why a saved plugin layout will not reveal the plugin in a tracks FX Bin even though it is registered and shows up in the saved layout file within Plugin Manager. If it is saved there it should still show up in the
tracks Fx Bin and show an error message if a particular plugin is not functioning properly.
 
UAD is looking into the situation to see if it's something on thier end.
The only UAD plugin that is not showing up is the AKG BX 20.
This is after a reset and total rebuild of my plugin layout files. More time spent not mixing.
