2017.4 Misnumbering/sequence of Lanes and difficulty copying between tracks

Has anyone seen anything like this?

Today I was continuously having difficulty dragging clips between tracks (lanes to lane)

...and complicating the matter at least one track was order inverted (1st lane on top) while others had numbers containing no sequence (1/2/3/12/6)

So far I only found this in today's project. I did not have a chance to experiment and see if it happens in other projects...
