Navigator Pane/View Problem

OK... I've been told there are now two different places for this?
 
Here, both shortcuts open the navigator in the multidock situation. One opens it in the multidock and the other opens it as a floating window only dockable in the multidock.
 
Luckily, from the silverlight frame's view command, clicking on the navigator command still opens it above the time ruler where I far prefer it!
