Audio Track Input Gain Having NO EFFECT On External Input?

Audio Track Input Gain Having NO EFFECT On External Input?

I have Yamaha TX81z that I have running audio into Sonar via a Steinberg UR44 interface. The gain in Sonar is doing absolutely nothing on this track. The gain works on my softsynth tracks, but not this external source.
 
What gives?

    SONAR has no control over incoming audio levels. The level must be set prior to hitting SONAR. The gain control affects recorded data only.
     
    The "gain" control in instrument and MIDI tracks is actually a velocity trim.
