Is this tool available? (Stretch and shrink)

Hello, I have the Sonar Professional and I do not know if you have any tools that allow me to stretch or shrink an audio, without losing the original tuning.
I should look in the Manual, but my language is Spanish and is not yet available in Spanish. Right now I'm using the Google translator.

    Does Melodyne come with SONAR Pro?
    If so, that is what I would use for pitch. Right click on clip, choose Region FX, and choose Melodyne.
    (Use as small clips as possible)

    It can be used on other things than vocals as well.
