Drag to Fade out cursor shows, but drag doesn't work

I am trying to drag the "fade out" line on a clip in a take lane which has FX applied to it.  The "drag to fade out" cursor shows up when over the Fx icon only, but when I click to drag left the whole clip drags.  This works fine on clips in the same lane that don't have FX applied.  If I increase the height of the lane everything works as expected.  Please do not show the "drag to fade out" cursor if dragging to fade is not going to work.
