No Keyboard response and Split tool wrongly selected on startup

I have been seeing the strangest bug for the last few months. Sometimes when opening a project, I notice that spacebar doesn't start playback. In fact, no keyboard shortcuts work, including copy/paste/undo/redo. AND, the split tool is selected even though it is not shown to be selected in the tool bar. Check the photo below:
 

I had to photo this rather than screenshot this because then the cursor wouldn't show up. As you can see, the cursor is the split tool, and it is not selected in the edit tool drop down. The Smart tool is selected. I know that holding alt will switch the smart tool to split, but this isn't the case here. No keys are being held. 
 
Anyway, I can't hit space to start playback, not do anything but split clips. 
 
But, if I alt-tab away from the app and then alt-tab back again, all is fixed! So, it's an easy workaround, but clearly a bug.

    I played with this a bit more, and it seems that hitting Alt key alone fixes the problem. It seems to happen both when I open a file from explorer, and from the start screen. One thing I notice is that sometimes Sonar goes to the background when a file is loaded. I don't know if that leaves a hanging "alt" key press caused by the switching.

    This is still a problem in 2017.10.
