Lower notes off pitch

There has to be a simple explanation for this, but I cannot figure it out. Notes below D2 for any soft instrument I load are off pitch about 1 1/2 tones. I need to lay some bass notes down there, but I cannot even compensate for this by playing a different note since those notes are not on exact semi tones. What's going on here?
