Device is in use (SOLVED)

I got the fall creators's update for Windows 10 and now in Cakewalk I can't seem to figure out what is using my audio device. I can play my project file, I just cannot change my audio device ASIO latency.
 
I am trying to lower the latency to my Roland Quad Capture USB audio interface and when I select save, it says, "device is in use please close down application using this device". I usually can get the latency to work after doing this several times.
 
I go into the driver panel from the edit>preferences>driver settings>ASIO panel
 
I cannot seem to figure out what is using my sound device or if I have some new Windows setting that is not letting Cakewalk edit the devices settings and/or if I need to give Cakewalk more permissions to take full control.
 
It will not let me alter the latency I go to save a new number and it complains saying device is in use so setting may not take effect, the latency changes are not taking effect.
 
I have no other programs loading up in my Windows startup.
How can I find out what is using my audio device? 
I have shut off a ton of usual offenders in the processes part of the task manager.
I restart my computer and same thing.    
 
Any suggestions would be appreciated.

    In Device Manager under "Sound, video and game controllers" you'll probably find a few audio devices. You can right click and disable them (except for your Quad Capture, of course). Also in the Control Panel under "Sound" you may see some extraneous audio devices there, too. You probably don't need any of them if this is your DAW and you're only using the Roland for all your audio, so disable everything you (probably) don't need and see if you can adjust the latency in your ASIO driver.
     
    Some of these disabled items might be re-enabled when you reboot. If that happens, there are ways to permanently get rid of them, but I can't help you there. Good luck!

    Thanks Larry for your help, I really appreciate your helpful and timely response. I do have some other sound devices and I try and keep them disabled so I don't end up with a spaghetti dinner of ins and outs. :)
     
    I just found a very helpful thing.
     
    In the Cortana search bar in Windows type 'settings' select settings from the top of the list then go to 'privacy' then scroll all the way down to 'background apps'. I toggled most of them off and now my audio interface is mine again!!!
     
    Problem solved for now... Also, now my computer is not constantly winding at full load.
     
    I did not know all of those were hidden there. :) I kept seeing them running in the processes and I am really glad I can shut most of them off from running in the first place.

    Thanks again for the help Sonar peeps! I thought this was going to take a long time to fix. I am so glad my Cakewalk Sonar is working snappy now, like it was designed to do!!! :)
