How to Disable Automation Snap to Highest Point?

Like when you are moving automation nodes, whether you have "Snap" on or off as a whole, the nodes always snap to the highest point.  For example, when automating volume, you can never put a node between 0.1 db and 6.0 db because the snap is so strong it "pulls" it up to 6.0 db.  For other parameters it seems the snap region starts at around 0.9 and snaps to 1.0.  I assume it is controlled by a separate snap setting than the one at the top left of Sonar, having trouble finding it.
