Help - Cannot Solo a Buss

I recall in the past I can solo a bus but now soloing a bus results in no sound coming out at all.  Mute a buss does works however. 
Basically I have track(s) routed to buss and all buses go to master.

    Can you post a screen shot? Soloing a buss works here. if we could see your Console View, I bet we could point out the issue.

    ok I think the problem is having External Insert inserted in a buss.  When bypass ext insert, the solo works fine but with it active,  only the send side of the ext insert is showing signal but the return has no signal, thus silence.
