Audio transcription software

Hi guys,
I know this is not music related, but I'm sure some of you use audio production software for work other than music.
I've got to give a quote to a client for audio transcription before translation. I'd nornally do this by hand, but this is a big job.
I've seen various prices quoted. One person said that for every 1 minute of audio you need to account for 10 minutes of human work. But I've also seen transcription services on-line that offer very low prices per minute of audio (I'm guessing they are automated AI systems).
Does anyone have any experience of using audio transcription software or services? Could you recommend any?
I should add that the source language is Italian.
