I have tried to cut and/or delete the space at the beginnings of the tracks, to no avail

More info please.  What version?  Does your version have the ripple edit option?  Have you tried increasing the tempo to a ridiculously high value at the start and then put a normal tempo near where you want to track to start.

Really very little to go on here.

There's about 5 different ways to do this. My method is maybe a little older school. But, I would select all tracks - split all tracks slightly before your intended start point. Delete the newly created clips to the left of the split point. Select and drag en-mass all tracks to your new start point. I don't use a grid under any circumstances the way I operate -so this method allows me freedom to move tracks where I want. I just concentrate on making the selections to keep the individual track relationships locked. I also keep my tracks bounced to single clips for efficient file handling - generally.

Is it possible that the Preference parameter that controls the import placement of Broadcast Wave files, to be at their embedded timestamp could be turned off and the tracks imported back in to new tracks?

Wouldn't that put them back at 1:01:000?

Mixbus has a nice feature whereby you add a "start" marker where you want it and any export starts from that point forward.  Easy peesy.  There's an "end" marker too.
