I was wondering if anybody knew of a way to move notes in the editor w/out them losing their position value in PPQ while changing note value? I have figured out that I can highlight and use the up/down arrows and that works if I want to change the note value but if I use the L/Right arrows everything gets snapped and the position value is lost.

this is a great question ... sounds like what we need is a "move to" and "move by" variable when editing, like there is in the snap and quantize dialog.

Process -> Slide. Use it by Measure, or Ticks. 1 tick=1/960 of a quarter note. 3840 in a measure, 480 in an eighth note, 240 for a sixteenth, ...
Works with negative numbers, too.
