First Beat Metronome...Making all the beats sound the same

I have a simple question. I occasionally want all the metronome clicks to sound identical, and I don't want the first beat to sound different or be accented. However, if I go to the metronome settings, make the "First Beat" and "Other Beats" the same sound, at the same decibel volume, the first beat still sounds louder.
 
 It looks like I have to set the First Beat to be 10dB softer than the other beats, in order to do this. Why is the metronome set up this way..how come I have to do this?

    If i was you and i wanted to do that, i would take any drum synth, like session drummer and just make a quick drum click track and then spread it out with your mouse so it goes through out the song. 

    Not only will you hear actual drum sounds, but you can customize it to what ever you want and you can save each one and use it on future projects.

    Wouldn't you rather hear a 1/4 drum sound rather than a 1/4 click click click sound, that you can customize swiftly?
