Is Guitar Rig 3 LE installed? If so, YOU MUST open it as a "standalone" and go through the registration process. You can also then use it as a standalone program (through your guitar to audio interface) and jam to any number of amp, sound etc. settings. GR3 will not work if you open it "inside" GTRPro4 and then try to register. Endless loop results. Been there, done that.
Once it is registered, to get to GR3 in GTRPro4, open a new project, use the normal template. Now create a new track (from top, "Insert" then "Audio".
In the track, click on the upper right hand corner to "open" the track so you can play with its settings most notably input, output and choice of FX. Click on the button for "Effects". Click on "Add Effect" then "Audio". On mine this brings up a list of various effects, and the very last one is "Guitar Rig 3." Click on that, and it will opne Guitar Rig 3 so you can set your guitar noises of choice. I then minimize Guitar Rig, and when you look at the track, to the right of "Effects" there will be a green circled icon for Guitar Rig, meaning it is on.
I am still struggling with what comes next, and maybe someone else can chime in. To hear Guitar Rig effects while you are playing, I believe the "armed" red light must be on for that track, as well as the "Input Echo" light, AND the S or solo light. Sometimes I do all of these things and hear it, sometimes I do not, and sometimes I do nothing and hear it - can't come up with a consistent pattern of settings.
