Dunno, but if you speed it up it almost sounds looks like a fender.

Microsoft Gif Animator - it's pretty basic, but easy to use. Apparently, it's years old and MS don't update or support it anymore. You can find it easy enough on the web, but some of the sites you can download it from look a bit dodgy to me. If you want the .exe, just PM me your email address and I'll send it over. I rounded the image first, then made 15 copies of it. Rotated them all in multiples of 22.5º and dropped them into the Gif Animator. Simples
