HELP!!! Problem shifting a clip

HELP!!! Problem shifting a clip

Ive been going through Scotts SONAR X1 Power! book page by page checking out all of X1's features, everything went fine until
i got to the section on Shifting a Clip, now im completly stumped by something that seems so simple, heres whats happening...
 
1. I select the Smart tool
2. I hold the Alt+Shift keys
3. When i put the cursor over the middle of the clip i get the scissors (Split Tool), not the rectange with arrows pointing left and right
 
My Shift and Alt keys appear to be working fine, Ive restarted my PC and X1, the only change ive made to my Key Bindings is Alt+G is
now assigned to Search Next
 
Im at my wits end here, anyone have any ideas?, is anyone else getting the same behaviour?

    The behaviour is different for groove clips. Works exactly as described here when using ordinary clips
