Help! Changed nothing but now have terrible Latency issue.

As of today I now have a bad latency issue I haven't had before. This is playing a VI in SONAR. Yet when I play the standalone version of the instrument I have no problem. It doesn't matter what else is or isn't going on in the project. Even with no other processing I have this latency.

My soundcard is the RME Fireface 400. I'm using the ASIO setting as always. In the RME settings window I have Buffer Size (latency) set at 1024. This is the highest setting. It is in fact the only setting I can use. If I drop it to 512 the audio breaks up terribly. This has always seemed odd to me, but I have never found the indicated 23.2 ms latency to be an issue. I don't know what is different today. I'm probably getting a quarter of a second latency.

I updated to the latest RME driver and it made no difference. Help! Anyone know what's going on or if there is something else I can do?

What happens if you create a new project and insert only the VI?

The same. I have this latency in a new project. Even after a reboot, so definitely nothing else going on.

Toggle the PDC button and see if there's any change. Is the VI a U-He by any chance?

Hi. No, toggling PDC has no effect. Not U-He.

I contacted RME support. They suggested I download and run a utility called LatencyMon which scans your PC to see if it is able to run real time audio. After a while scanning it told me this

"Your system appears to be having trouble handling real-time audio and other tasks. You are likely to experience buffer underruns appearing as drop outs, clicks or pops. One or more DPC routines that belong to a driver running in your system appear to be executing for too long. One problem may be related to power management. Disable CPU throttling settings in Control Panel and BIOS setup. Check for BIOS updates."

Waiting to hear back from them after sending this to see what they suggest I do. Any thoughts?

But what I don't understand is why this problem only exists in SONAR. If it's an audio driver then why is there no problem when I use the standalone instrument?
