Help! Sound quality is bad

I just reinstalled SONAR 7 Studio Edition on a new laptop. I never had a problem before, but on the new computer all audio that plays out of the software has a very static, echo sound. It sounds like a flanger effect is on all the time, but it is not. It is not the speakers because I have tried headphones and other speakers but the bad quality persists. Also the speakers work fine with itunes and other programs. I have tried everthing I can think of and nothing has worked. If anyone has an idea whats going on please let me know.
Thanks

You may want to list out what you've tried so we don't have to guess.

The first thing I always try is setting the latency higher (Options>Audio).
Set the slider to the far right and see if the problem goes away.  If yes then you can start to work it back to the left until you reach the lowest latency without crackles.

ok thanks. I adjusted the latency and that helped a LOT! The sound is much less distorted, but there is still and crackle here and there. Is there anthing else I can do? I have already tried updating sound drivers, changing output and sound card settings and using different speakers.

Nice it gets better. You do realise that nobody can give you detailed advice if you don't give any info about your PC, soundcard and what your settings and drivers are, don't you???

SONAR PE 8.5.3, Asus P5B, 2,4 Ghz Dual Core, 4 Gb RAM, GF 7300, EMU 1820, Bluetube Pre  -  Kontakt4, Ozone, Addictive Drums, PSP Mixpack2, Melda Creative Pack, Melodyne Plugin etc.
