With the meter options button at the top of the track header (in the track view).

You switch the range of the meter and whether it shows peak, RMS or both as well as its orientation.

In track view 2 boxes to the right of the snap to grid box is the show/hide meters box. Click on the arrow to the right of the box and the sub menu is there with that option.

Ability to turn off meters on miditracks, and that it stays that way the next time you open the project would be nice.

Just annoying, and cpu-consuming to have these meters popping up and down.
