This guy is silly and should never post something like this. The only reason I say this is many people are silly as well and someone will actually build this and plug it in! I can almost guarantee it.  As someone who has been electrocuted many many many many many times over my career as an electronics engineer I can only say it is no laughing matter.  A 9V battery can kill you instantly if you get it the right way. Mains (and ours at 240V) well that is another story.

I think maybe he was talking about putting 9volts through a transformer and touching the other end. My uncle built something like this and went around with a button on it shocking people for kicks....yeah he was a little odd.. Let me tell you, touching the other side of that transformer REALLY could knock you. It takes a lot of current out of the battery all at once and multiples it. It's mainly the current that kills you. If you had a weak heart and the shock was a longer duration, yeah you might be pushing up daiseys. Those things the cops use for crowd control, they don't use a lot of voltage either, but they will shock the piss out of you. If you really want some excitement in your life just piss on an electrified cow fence..............don't ask me how I know that.

Not me personally, but I saw a dog pee on the 3rd (power) rail of a Chicago subway line. The mini lightning bolt that shot up from the 3rd rail and terminated at the origin (family-friendly version) gave that poor boy the largest johnson I've ever seen on a small dog. I felt so sorry for the little guy. :(

Try 480 VAC 12 phase running 5000 amps into a 70 milliohm load. I had dozens of those power supplies driving super-conducting magnets when I worked at Fermilab in the late 70s. Totally vaporized a monster rat once. The only things remaining were the smoke and the 4 paw prints, 2 on one buss bar, 2 on the other. Bad place to take a nap.

Ouch! That must have hurt......a lot.
 
Animal electric  fence is the opposite of what Jeff Evans describes. High voltage, low current. The main safety feature built into those fences is they only shock you for a fraction of a second and give you enough time to pull away *whew*. I was actually aiming for the fence at the time not realizing what the outcome could be. Imagine a slow sprinkler system arcing over to the destination and then, WHAAAAAMMMOOOOO. It's about 5-8000 volts. I'm ok. Probably better than I was. I don't recommend this method.
 
I seen a squirrel knock out an entire building. It got between two of the legs on a power feed and blew a 13000 volt transformer fuse. I don't think the squirrel felt anything. We never found all of him.

If it were propelled at your head with high enough velocity I'm sure it could cause your demise
 
There seems to be a lot of 'Urban Myth' surrounding this subject, but from what I can gather, for it to kill you by getting 'shocked' by it, without any form of 'amplification', it appears would take a very precise chain of events, including certain medical conditions etc . . . in other words it 'is' technically possible, but don't go loosing any sleep over it if you are a normal healthy battery licker You'd have more chance of being hit and killed by a meteor . . . or a battery traveling at high speed
 
Dr Xheng Hu of the School of Electrical and Information Engineering at the University of Sydney confirms that a 9V battery does not have enough voltage to kill a person by testing it on the tongue.
He adds: "It cannot be entirely excluded however. If a person is very ill, for example, has heart problems, or has a heart pacemaker that could be disrupted, and so on, they could possibly die from testing the battery in this way. But normally it wouldn't happen."
