How do you insert blank bars into a song?

How do you insert blank bars into a song?

I seem to recall that once upon a time there was a menu option for this.
Can't seem to find any info on it .

    It's in the Project menu. Project related tasks have been moved to that menu.

    Project > Insert Time/Measures.
