How double time and pitch of an audio clip?

Trying to archive some 1970 reel to reel recordings. I have converted them to stereo tracks on Cakewalk Platinum.
I have one section that is playing back at 1/2 speed and an octave lower because of a discrepancy in the recording speed (15ips) and the playback speed (7 1/2 ips) of a different consumer reel to reel tape recorder.
 
Can someone tell me how to double the tempo and raise the pitch an octave to correct this?

    The easiest way to do that  on a single wave file is to change the wave header to change the sampling rate. The simplest way to do that is to use a utility designed for the purpose outside of SONAR prior to importing it. You can use a hex editor as well, but this free utility is what I would use.

     Call up the loop construction view. Choose Clip > Stretch On/Off to allow stretching. Do not choose Loop On/Off. Then, move the Threshold slider all the way to the left so that there are no transient markers. Threshold should read 0%. Then set the pitch semitone field to +12. This works just like doubling the tape speed.
