How to apply a master fx to only part of a track

Okey so I want to apply this dblue glitch 2 plug-in to a track of mine in sonar but adding it to the master just loops it over and over over all the track. I have searched alot for a simple efficient way to to apply an fx to only specific parts of a track but I just cant find a good way and it's driving me nuts. Can someone plz help me out? Also if I have like a midi synth pad can I assign the parameters in this fx to it and like apply the effects to the track while the track is playing?

    Does the master effect have a dry/wet control that you can automate?

    Windows 10 64bit fully patched, 16 gig ram . 
    PCR-800 Controller.  (Working in Win 10 1809 64bit)
    CPU: i5 4670. 
    Video: Nvidia GTX560ti (latest drivers).
    Audio IF: Focusrite 2i2 2nd Gen

    Internet always on.

    Software
    : Cakewalk by Bandlab (2018.09 B29)
    ASIO mode. 24bit 48khz 256 samples

    I'm confused by what you mean by Master Effect.
     
    I think your question is "How do I apply an effect to just a section of a track?".
     
    You can right click the audio and spilt the part you want t applay the effect. Then Right click just this section and choose 'Insert>Audio FX> Choose the FX'

    Or cut the sections you want to process, paste them into a different track, then mix the two together.

    Lots of way to do this. here's another-
    Set up an Aux track and add the effect to the Bin  insert a send to the Aux track and automate

    Or using the APPLY AUDIO EFFECTS tool found in PROCESS you can highlight the part and render it in place. This is destructive and you won't be able to undo this once you close the project and lose your UNDO list Best to make a copy of the track first.
