Volume is one of the many midi parameters for which a controller value exists. The event viewer is for viewing and editing all midi parameters not just notes. If there are no such values to delete they doesn't exist. No volume info stored in header.
I'm not too sure but it could be that if there is no value that it defaults to 100. Max volume =127. There is a difference between a value =0 and no value.
To test, why not open the midi file in sonar after your export.
