How to test for core parking
I have a six core processor in a win 7 64 but build with sonar 8.5.3
1. How can I test to see if all cores are being used evenly?
2. If not, what is the best way to get rid of core parking?

If you run Taskmanager it should be pretty good at giving you info for each core.
But otherwise lookup the Process Explorer(google etc) which can do that per process i.e. Sonar.
You can turn off core parking both in BIOS(boot-time F10 or similar) or in windows too. How they differ I don't know, I trust bios better being close to hardware and by hardware manufacturer.
I turned off dynamic over-clocking as well. Everything worked smoother. It might go off automatically when turning core parking off though.
