How to unassign RPN/NRPN control

When trying to learn midi CC messages to any VST I am unable to use cc 6,38 etc. which Sonar has dictated be used for RPN control. I do not need RPNs but I would love to be able to utilize those cc numbers as standard controllers. I know this is possible in other DAWs as when troubleshooting the problem originally with Spectrasonic (VST co.) they had no troubles with this. I thought the standard predefined uses for cc numbers were a thing of the past. For example, cc 10 was traditionally used to control volume, but I am no longer bound to that old standard. Am I really stuck with cc 6 etc being restricted to RPN/NRPN control?
