Importing loops put them WAY at the end of a project (8.5.3)

Importing loops put them WAY at the end of a project (8.5.3)

Anyone else experience an issue in 8.5 where importing loops from either Loop Explorer dragging or File>Import pops them way pass the end of a project?  I just did a fresh reinstall of 8.5 and applied all patches up to 8.5.3.  Added .WAV files (grooved and non-grooved) are going to measure 1,700+.
 
I thought my clips collections were DRM locked or something until I found them at the end.....
 
Anyone else get this?

    Could your loop wav files include a  broadcast time offset
