The likely reason is that a staff member that has posted some relevant information couldn't have their account deleted when they leave the company without all their posts being deleted too. So to preserve that relevant information the simplest course of action to take is to show that person as banned and leaving the posts in place. That way the person that has left the company cannot further post to the forum with moderator priviledges and the information in the posts stays intact. Simples.

You have the bottom of your page settings to only list the last 30 days of posts. Change it to "From The Beginning" (not the song either).
