Is Navigator Now only visible in it's popup window?

Is Navigator Now only visible in it's popup window?

I've been trying to locate the command to display the navigator viewed above the TV... I can't seem to find it. the only navigator view I've found is the one that opens the popup window of nav view...

Is this no longer available or did I simply not find the command?
