I would have thought that sort of thing would be dictated by the instrument producing the note.  I suppose if it was a keyboard or soft synth one could apply a small amount of permanent pitch bend.  Or you could apply a small amount transposition to the audio.  Other than what I describe above not that I can think of.

Are we talking Midi or Audio or both?

Like the wookiees says, with soft synths you should be able to apply this at source within the synth itself.

    The bigger question is why?

What your computer's CPU type ?
If your note has lower speed of CPU frequecy, you may contain the sonar professional or sonar platinum and more.
The frequecy speed is neede by many effects's issue.
If you don't need tha many effects, you can use sonar on lower CPU's computer.

If audio have you tried using Melodyne to make those subtle changes?

The reason people say the vinyl sounds better is because the music was better.

Many synths have a "master tune" parameter, so all notes can be shifted by the same factor. For example, in TruePianos, that parameter is a slider labeled "A4 pitch".

Some synths can play alternative scale tunings, meaning each note can be varied individually by a desired amount.

Unfortunately, there is no single parameter available so that Sonar or any other DAW could change the tuning of all tracks the same way. Even "pitch bend" affects every synth differently, depending usually on a parameter in each preset in each synth controlling the amount that a given pitch bend gesture changes the pitch.
