Latency Issues

I'm running a VS-700R system with SONAR Producer 8.5.3.282 through a Windows 7 computer: AMD Phenom 9850 Quad-Core 2.50 GHz, 8.00GB RAM, 64-bit OS, (but running Sonar as 32-bit because of issues I had with plug-ins).   
 
In order for a MIDI keyboard or the input-echo feature to not have latency, I have to bring the Audio Buffer Size all the way down.  I understand that.  But, if I do so, I can only have a few tracks and effects until my computer freaks out.  If I bring the buffer size almost all the way up, I can run nearly 100 tracks (haven't really tried more), multiple soft-synths, dozens of plug-ins, etc - but obviously, the latency when tracking with a MIDI controller or trying the input-echo feature is unusable.
 
My simple question is - what do I need to do to get the "best of both worlds?"  I know it has to be possible with today's technology.  Is it the 32-bit Sonar?   Is it the AMD processor?  Is it the V-Studio?
 
Any help would be appreciated.  Thanks!

    I'm using an AMD processor as well (a 8120 octa-core at 3.2ghz) and it's lightning fast. The Penom is quite a workhorse so it should handle more than 4-5 synths. I'm not an expert but that's how I'm feeling about it.
     
    I don't think the 32bits Sonar on a 64 bits plateform could cause issue but I have no experience so I can't tell.
     
    The only thing I want to make sure is that you're using ASIO drivers.  If you don't know, go to Option - Audio - Driver or Advance (not sure...) and make sure you're using ASIO.
     
    My guess is if you're able to move the Audio Buffer Size slider then you must be using WDM/KS driver and that's why you can't use low buffer setting.
     
    Set the driver to ASIO and then click on the ASIO INTERFACE button to set the buffer size on the Roland interface.  
     
    10 msec roundtrip (three notch from left I think) is the way to go me. Stable and fast.

    Thanks for the response - this worries me though, as I am using the ASIO drivers (the Roland interface is where I'm adjusting everything).  I'm not at the studio now, but I remember having to be 2-3 notches from the left to get no latency with the controller, but then the project doesn't play back unless I turn off pretty much all the effects and/or freeze almost everything!  I guess I'm just too plug-in heavy?

    Can anyone else help me with this?  I'm trying to do a vocal session now where the singer wants to monitor with reverb.  When it put it on the track, either digitally (which is terrible) or use the Axe-FX, there is terrible latency.
