If you're using WDM drivers and still having latency issues try changing the Audio buffer size one notch at a time to see if there's a sweet spot. I thought my laptop was toast till I did this. It works fine now but only at one specific setting. You can also try a free download called ASIO4all.DLL.

don”t think to a USB device...try to find a firewire audio interface...audio works better under the firewire protocol.

The problem with Firewire now for laptops is that the off the shelf laptop industry have basically dumped them, and they are as rare as rocking horse do.  Same for Express card slots.  Those laptops that do still have FW use Ricoh chip sets which don't work with the Dice 3 chipsets used by many audio interfaces.  USB 2 is fine for most low input count interfaces.  For a large number of in/outs e.g. Presonus StudioLive with firewire, rack mount a desktop and be done with it.

Just an update for me. I now use the ASIO drivers for my MOTU interface with the laptop and the desktop. It works muuchas bettero than the WDM stuff ever did.
 
I set up a 10 input USB hub that everything plugs into including the mouse and K/B. I then rout that into a USB A/B switch so I can use either the desktop or laptop when home.
