Legacy CW HS4 plugins?

I am trying to open projects from HS4, and Cakewalk's own plugins are not making the leap.

It is not clear which Cakewalk product your are trying to use.
 
My best guess is you are using a 64bit version of SONAR and the project created in HS4 rely on 32bit DX plug-ins. Some older 32bit DX plug-ins were never ported to 64bit.
 
If this is the case, the best solution is install the 32bit version of SONAR and if the DX plug-ins are no longer bundled with SONAR, install them using the HS4 installers.

I failed to mention both 32 and 64bit versions of SONAR may be installed on the same machine. It can help while transitioning to 64bit.

It won't matter if both HS4 and other installs are on your system some but not all cakewalk plugs don't scan after X3 Sonar... off the top of my head, Pitch change then Tape emulation... all gone :(

I see them listed in 64bit 2017.01 SONAR although they came from an older version of SONAR. It is true they were dropped from X3 but I installed them from X2. Any 64bit SONAR X2 and older included them. Maybe you are thinking of 2 other plug-ins.

Nope, two I missed, but or so... ? lol, DX plugs are no longer supported? :)  or How do you scan them?

DX plug-ins are supported. Since there is no bridge for DX plug-ins (ignoring VST wrappers which present their own challenges), 32bit DX plug-ins only run in 32bit hosts and 64bit DX plug-ins only run in 64bit hosts. Cakewalk ported some of their 32bit DX plug-ins to 64bit but many of the plug-ins included the one ported to 64bit have been dropped over the years.
 
DX plug-ins are registered during installation using the Windows regsvr32.exe utility. These registry entries are read directly by SONAR when assembling the plug-in list.
