When I stop the project at whatever measure , just as an example say 24, after starting and stopping with the space bar a time or 2 the project suddenly jumps back to the beginning!!   Really annoying!  WTF

You've toggled the behavior. I think it's CTRL or Alt W
It's a handy feature as it will jump back to where you started with a punch in.
 

You can also change this behaviour in the track view options menu by toggling 'on stop rewind to now marker'.

Much faster than remembering it's not a thing in preferences where it should be, it's in track view, going to track view, reading the menus to decide whether this is going to be a View, an Option, a Track thing, clicking Options, reading a bunch of rather long menu names, and finding the one with different syntax to click.

Hmm   I will read that link.  i wanted to know how to stop at now time anyway.  I used to be able to set that in global options in sonar 8.  I can't find global options in platinum

It is still doing that and I can't figure out why.   REally annoying.  I think it is a bug

Sonar options are in Edit>Preferences, with many of them global, and some will only show up when you have a project open, as they are project-specific.
 
But yeah - that parameter to control whether or not Sonar rewinds to the Now Marker, or simply stops wherever you are when you stopped the transport - is accessed not through Preferences, but from within the project - as a checked/unchecked parameter found under the Options tab in the Track View.  It is named: On Stop, Rewind to Now Marker.  
 
You can also access Preferences by simply hitting the shortcut key 'P' on your computer keyboard.

Thanks I will dig around in that.  I will try and describe again.  it will rewind to the now marker as it is supposed to (I am familiar with that option from the old sonar) a couple times-or a lot of times- then it will suddenly rewind to the beginning of the project
