When I used my older Producer 6, I was able to for instance, cut a portion out of a track then move the track back together to the exact point I needed to. For some reason with X3, I cannot do this. I don't have a copy in front of me, but I recall you had the option somewhere to set so it would automatically snap to certain sections, musical I believe was one option, but another option allowed you to set it so you could move it to any point you wanted whether it was on a beat or not. I know I sound very newbie and I apologize, but I have looked everywhere and tried a host of options and cannot get X3 to do what I could do in Producer 6. If someone understands my unclear explaination or has more questions, please please let me know. I cannot finish this project without the ability to do this.

Need help with X3 Producer dragging and dropping issues

Look at the "Move to" and "Move By" toggle switch up on the bar.
That might be it.
