2 questions.
1 . What are the keyboard shortcuts for changing the tools?  E.g. draw, smart, mute, split etc.  Are there shortcuts for that?
I know that T momentarily places the palette right where you want it but it disappears right away
 
2. Is there a download of the complete manual/instructions for Platinum?

you could simply google "Sonar platinum keyboard shortcuts"
 
are using Command center to download ?
if your help is updated you'll find that in the sonar directory on your PC.
 
the middle mouse wheel will bring up the HUD for tools.
using F4 thru F8 will change to different tools.

If you hover the mouse over a tool, you'll see the keyboard shortcut.

If tooltips do not display check the "Show Tooltips" setting in Preferences > Customization > Display.
 
There is an extensible utility showing all keyboard shortcuts in the Sonar Resources and Utilities  thread called KeyBindingDisplay the direct link is https://sites.google.com/site/keybindingdisplay/
