The info states that you can freeze in either track view or console view. Track view has the freeze icon and console view does not. What might I not not have not set up to cause not being able to see in console view?

Probably because there's not enough room for the freeze buttons in CV and Bakers want to keep CV strips as simple as possible. Of course there is no technical restriction why freeze buttons could not exist in the console view, too.
Also the archive button is not present in CV.
 
My answer: 'it's by design' - console view is for mixing, track view is for song editing. Track freeze does not belong to mixing category - it's more like track bounce thing.
 
That said, I'd love to see more features in CV but it's good to keep things simple because we all are not seasoned power users.

If you're referring to the 2016.09 eZine, the reference to Console view is about selecting tracks to freeze ("1. Select the tracks you want to freeze. To select multiple tracks, Ctrl+click on the track number in the Track or Console view, or use the Smart Swipe feature to select multiple consecutive tracks.")
 
To do the actual freeze, you need to follow the directions in Step 2, which has an accompanying illustration. I apologize if this wasn't clear.
